Aldwyn Thomas

Finance Manager

 

Aldwyn Thomas was hired by the North Miami Community Redevelopment Agency on May 14th, 2007. He brings to the Agency over 20 years of combined experience in Finance, Accounting, Budgeting, Strategic Planning and Economic Development.

 

He graduated from Howard University, Washington DC and has a Bachelors of Arts in Economics, specializing in Money and Banking with a minor in Accounting. He also holds a Masters of Business Administration in Finance and Accounting from Rutgers University, the State University of New Jersey.

 

Before joining the North Miami Community Redevelopment Agency, he was Finance Manager for the Housing Authority of the City of Miami Beach for approximately two years. He was responsible for directing and managing the day to day activities of the Accounting Department. His responsibilities included financial management, budgeting, payroll, investment of funds, internet banking and on-line treasury management. He was also the chief fiscal advisor to the Executive Director, regarding budget administration programs, financial analysis and matters impacting the financial conditions of the Housing Authority. At the Authority, he was successful in changing the dynamics of the Department, streamlined its operation and improved its efficiency and effectiveness.

 

He also worked for the South Florida Water management District as a Senior Compliance Analyst where he assisted the Director of Procurement in developing, coordinating, and implementing the District’s supplier diversity plan as a means of ensuring the maximum participation of small business in all aspects of the District’s procurement process. He coordinated and funded the District’s Contractors Development Initiative through a cooperative agreement with community based organizations in order to improve access to the District’s contract information. He participated in all procurement strategy meetings to review Statement of Work/Specifications for projects which addressed all technical, business management and other significant considerations that controlled the procurement process to meet the program objectives of the District’s Supplier Diversity plan.

 

For more than ten years, Aldwyn was president and CEO of Metro Broward Capital Corporation, an agency funded by the State of Florida and local financial institutions. Here he managed a loan portfolio in excess of $2 millions and provided financial assistance to black owned businesses. He was able to leverage those funds at a ratio of 4:1. His responsibilities included analyzing financial statements to assess the credit worthiness of the potential clients, and provided loan and investment financial plans to the Board of directors for approval. He instituted an internal control and accounting system for reliable reporting and effective management control. He was successful in implementing a county-wide economic delivery system that provided access to capital as well as other auxiliary support systems that included a Surety Bond Guarantee Program, a Revolving Loan Program, a small business incubator funded with Community Development Block Grant funds and other sources of funding. He implemented a financing strategy that developed over 250 units of affordable of housing for low and moderate income residents. He also successfully obtained Certified Development Financial Institution designation from the U.S. Department of Treasury for the company.

Mr. Thomas is affiliated with many professional and community based organization including the Government Finance Officers Association. He is presently Treasurer of the St Anne’s Episcopal Church and member of the Vestry. He is a Board member of the Carver Ranches Community Development Corporation, a Board member of the Jubilee Center of South Broward, a past Board member of the State of Florida Black Business Investment Board, past Chairman of the Citizen Advisory Board for CDBG funds for the City of Pembroke Pines, and past Chairman for the Council for Black Economic Development. He was also a member of the steering committee that formed Broward County’s most recent City of West Park.
